First Responders Comprehensive Addiction and Recovery Program (FR-CARP)
Iowa’s First Responder’s Comprehensive Addiction and Recovery Project (FR-CARP) began implementation in 2019, through receipt of a federally funded grant issued by the Substance Abuse and
Mental Health Services Administration (SAMSHA).
This program is specifically created in effort to build a collaborative system that educates and enables first responders to:
- Recognize opioid overdose
- Administer naloxone
- Refer patients to treatment
- Reduce overdose related death
FR-CARP training is provided by service area coordinators and is available statewide, upon request.
This educational course is sponsored through IDPH and provides 2 CEHs for participants.
IDPH will provide naloxone to EMS agencies that have completed the training program. Medication
received through the program will be continually replenished after use or product expiration.
